entire review in Brasilia Sevilla

UNESCO evaluates the many threats to world heritage in our country suffers

entities statewide citizen coordinate to denounce and try to avoid the plundering of these very important cultural property

Last Sunday began in Brasilia the 34 th meeting of the World Heritage Committee (UNESCO). And that Spain stands out as the country that conflicts stars in relation to properties on the World Heritage List, which assesses the meeting. This fact, beyond the final outcome of that review, it is in itself worrying, because this amount of problems shows that the English State is not an example for the conservation and proper management of heritage. is said that the problem is the growth model English, based primarily (at least until the crisis of 2008) in the real estate and land speculation and urban. This has involved, among other conditions, the loss of much of our landscape. One type of well that the European Landscape Convention defines as "an essential component of the environment in which populations live, expression of the diversity of their shared cultural heritage, ecological, social and economic development, and both the foundation of their identity ". The landscape, therefore, not a luxury for the enjoyment of privilege but a fundamental element for the individual and collective welfare. It is a nonrenewable resource, fragile and subject to change very drastic. Participation in planning and landscape management is a right and responsibility of everyone, not just the authorities. Spain has ratified the European Landscape Convention (November 26, 2007) and its entry into force on March 1, 2008 is to make commitments and meet landscape objectives. Neither the State nor the regions have done nothing to date to protect, manage and plan the landscape, as determined by the said European Landscape Convention.

have argued that Spain has a unique administrative (UNESCO is the responsibility of the State, but the responsibility for assets have been transferred to the Autonomous Communities) which hinders the division of responsibilities for the management of World Heritage property, and noted, too, that a rapid socio-economic growth has generated a taste for the grandiose works, out of scale and place, and symbols of a false modernity . All this with a serious condition on wealth (and not only on the World Heritage). Entering

some cases the subject of controversy related to the Brasilia meeting should be noted:

- The case of Sevilla, with construction already underway Cajasol Tower, a skyscraper of 178 meters next to its historic and serious impact on the historic landscape of the city, is an example of megalomaniac project, pretentious and arrogant that is imposed on property values despite severely affecting the properties inscribed on the World Heritage List and the landscape of the city and its surroundings. It called attention to the recent statements by the Minister of Culture, saying it will defend the tower to UNESCO.

- The expansion of the port of Ibiza, without a clear argument about the need for this work is about to alter one of the least transformed areas from which to appreciate the historic center of this world heritage city and poses a serious risk consideration of the natural element of good cataloged the largest seagrass meadow in the world.

- In Barcelona, and although other alternatives have been proposed, the route of high-speed rail would happen on the same side of the foundation of the temple of the Sagrada Familia, jeopardizing the universal and unique work.

- The Old City of Salamanca, with up to nine appearances in the last nine years in the decisions of the World Heritage Committee, on various issues: intention to build an underground car park in Plaza de los Bandos, or a building on a garden convent in a seven-property interest, suppression of the Special Protection Plan; not have extended the area protected, have made many changes to the planning point ... It is a clear example of how the English authorities disregard the overwhelming decisions of the Committee, the recommendations of the reports of expert missions and international letters and documents that guide the conservation of heritage.

- In Avila, after the mega-building built in the Plaza de Santa Teresa, has been placed before the stretch of the wall a conference center next to it intends to build a car park at the foot of the wall, and all without a clear protective urban planning and updated.

- Doñana, is also discussed the Committee of Brasilia, as it is an asset entered in the category of natural heritage for so many years supporting powerful pressures from industry, mining and tourism development. The tanker traffic and the expansion of oil refining facilities in Huelva, next to the construction of a pipeline to reach Huelva, Extremadura through Sierra Morena, account for increased tensions on this fragile and unique space.

Other cases are not discussed in the Committee of Brasilia, but deeply concerned with heritage experts. Thus:

- The threats posed to The Camino de Santiago show a misunderstanding territorial and landscape of this well: highways such as the Santiago-Lugo, who does not respect the French Way conveniently, the use of the Portuguese Way Corredoiro old as auxiliary pathways for the construction of the AVE (town hall Barro) industrial estates, such as Pino O; alterations historic path of road, construction of a cableway in Santiago itself would build on the door of the historic center, where it enters the road to banality with equipment such as barbecue at the foot of the road.

- In Segovia, the legislation does not adequately protect urban heritage historic city and leaves it at the mercy of speculation. Planning is modified according to different interests, mainly economic, for the mechanism of specific amendments. Some of these have already been declared illegal by the courts. The City Council also intends to build a new underground car park on Paseo de Isabel II, near the city wall, which must be submitted to the knowledge of the World Heritage Committee.

- In Leon, the passage of the Camino de Santiago, there is the systematic destruction of traditional houses of the old city and the proposed installation of "sculptural flies", signed by Eduardo Arroyo, on a number of historic sights as the Puerta del Castillo, despite the emphatic legislative prohibition.

undersigned associations, from the four corners of the country, unite their voices to remind the various administrations, with the central government to the head, to be in the World Heritage List is a responsibility, it is becoming a reference on how to be safeguarded and managed World Heritage, rather than a mere tourist attraction, as is understood by many English authorities (especially local and regional). We draw attention to the fact that the English government can not avoid their responsibility to UNESCO and the international community. There are still no direct powers, it has ultimate responsibility, because the State is the ultimate guarantor of the preservation of all cultural and natural heritage of Spain, over the autonomous regions and municipalities. They dress in the World Heritage logo does not comply, and sometimes without even knowing the letters and documents that guide the conservation of this heritage.

Finally, we also wish to remind the state that you should report on any proposed enforcement or legal change of some importance to the World Heritage Centre, as stated in paragraph 172 Guidelines for the implementation of the Convention of World Cultural and Natural Heritage. This procedure has been completed, we are confident that many of the problems discussed in Brasilia would not have existed before. And working citizen could be devoting to other things.
